In 2025, Shannon Luper was named one of TulsaKids’ Impactful Women of the 918, an honor that shines a spotlight on women who are creating lasting change in their communities. For Shannon, Program Director for Girl Scouts Beyond Bars at Girl Scouts of Eastern Oklahoma, the recognition reflects more than her hard work — it’s a celebration of her calling to help people discover their worth and embrace new possibilities.
Through her role, Shannon supports some of the community’s most vulnerable families. From parenting classes for incarcerated parents to leadership opportunities for young girls, her work plants seeds of growth and hope. “When someone realizes their worth and begins to walk in it, it creates ripples of change that can touch generations,” Shannon shares.
Her influence extends far beyond Girl Scouts. Shannon is deeply engaged in initiatives like Women Helping Other Women, Birthright Living Legacy, and the Oklahoma Fatherhood Initiative. In each, she mentors, supports, and inspires others with the belief that no one is defined by their past, but rather by the possibilities of a brighter future.
Looking ahead, Shannon envisions stronger collaboration across Tulsa to break cycles of poverty and homelessness. “I believe more investment in prevention, mentorship, and long-term support systems could create lasting change,” she says.
For Shannon, every act of service matters — whether she’s mentoring a young woman, strengthening families, or sparking hope through Girl Scouts. “Every action plants a seed,” she reminds us. And thanks to her leadership and dedication, those seeds are growing into a brighter tomorrow for many.
